Ventura awards $1.4M Main Street bollards and planters contract to HSCC
The construction contract has an August 31, 2026 completion date and authorizes up to $208,625 in contingency funding on top of the $1,390,830 base.

The Ventura City Council on March 24 awarded a $1,390,830 construction contract to HSCC, Inc. for permanent bollards and planters along Main Street.
That contract covers Project ST25-1276 'Main Street Moves – Bollards and Planters,' with a completion date of August 31, 2026. Council also authorized the City Manager to commit up to $208,625 in contingency funding, raising the total not-to-exceed agreement amount to $1,599,455.
According to the March 24 agenda packet, council waived minor bid irregularities and authorized the contract on consent. Public Works Director Charles W. Ebeling brought the recommendation.
Council also found that no further environmental review was required, citing certification of Environmental Impact Report EIR-01-25-0756 (State Clearinghouse No. 2024060943) on January 28, 2025 and an Addendum prepared in December 2025. The agenda packet noted no substantial changes to the project, the circumstances, or significant new environmental information had emerged since certification.
Authorization for the Finance Department to make appropriation adjustments was also included.
Construction is expected to be substantially complete by the August 31, 2026 contract completion date.
