Ventura council adds $211K environmental review for proposed downtown parking structure
Council issued a Work Order to CSG Consultants for environmental services on the long-pending parking structure at Santa Clara and Palm, completing in May 2027.

The Ventura City Council on April 14 issued a Work Order for $211,170 to CSG Consultants, Inc. for environmental services on the proposed Downtown Parking Structure at Santa Clara and Palm.
That Work Order, designated 2026-01 under Professional Services Agreement 2025-01, has a completion date of May 31, 2027. Council also authorized the City Manager to commit up to $10,000 in contingency funding plus a 180-day time extension, raising the total cap to $221,170.
According to the April 14 agenda packet, the project carries city designation ST05-1026. Council authorized the Finance Department to increase appropriations in the Citywide Parking Authority (Fund 1030) by $221,170, with a year-end subsidy from the General Fund authorized in accordance with Governmental Accounting Standards Board rules.
Public Works Director Charles W. Ebeling brought the recommendation, which was approved as a formal action item.
Specifics on the size of the proposed parking structure, the number of spaces, the surrounding properties affected, and the projected start and end dates for construction were not included in the agenda packet.
For Ventura's downtown core, this Work Order initiates the environmental review process required before construction permits can be issued.
No further council action on the environmental review is currently scheduled before the review is complete.
