Ventura council awards $186K Hilltop Drive slope-stabilization contract to Toro Enterprises
The construction contract carries an August 31 completion date and a separate consulting amendment extends Flowers and Associates' work through September.

The Ventura City Council on April 14 awarded a $186,208 construction contract to Toro Enterprises, Inc. to repair slope erosion and stabilize a hillside along Hilltop Drive.
That contract covers Project ST26-1283 'Hilltop Drive Slope Erosion and Slope Stabilization Repair,' with a completion date of August 31, 2026. Council also authorized the City Manager to commit up to $27,931 in contingency funding plus a 90-day time extension, for a total not-to-exceed agreement amount of $214,139.
According to the April 14 agenda packet, council also approved a fourth amendment to Professional Services Agreement PW24-1133 with Flowers and Associates, Inc. for a new completion date of September 30, 2026 for construction support and geotechnical engineering services during construction.
Public Works Director Charles W. Ebeling brought the recommendation. The contract was approved on consent.
Council waived minor bid irregularities to authorize the construction. Specifics on the cause of the slope erosion, the volume of soil to be moved, or the extent of the affected hillside were not included in the agenda packet.
No further council action on either contract is currently scheduled.
