Ventura council adopts $953K CDBG-HOME plan for 2026-27 fiscal year
Council approved an Annual Action Plan combining last year's allocation of $704,658 with $248,396 in previously unused CDBG funds for submission to HUD.

The Ventura City Council on April 14 adopted the 2026-2027 Annual Action Plan for the Community Development Block Grant and HOME Investment Partnerships Program, authorizing submission to the U.S. Department of Housing and Urban Development for federal funding.
Council approved $953,054 in proposed CDBG-HOME funds and projects, comprising last year's allocation of $704,658 plus $248,396 from previously unused CDBG funds.
According to the April 14 agenda packet, the recommendation came from Community Development Director Rachel Dimond. Council conducted the public hearing required for the plan and then adopted the resolution.
That plan also authorizes the Community Development Director to execute subrecipient, professional, general services, and loan agreement documents for the 2026-2027 HUD funding, and to adjust funding of any project as needed based on the actual grant award.
For the projects funded under the plan, the agenda packet did not include a list of recipients, breakdown of CDBG versus HOME funding, or the specific local programs being supported.
A separate item on the same agenda amended the prior year's 2025-2026 Annual Action Plan, also for submission to HUD.
No further council action on the 2026-2027 plan is currently scheduled before the U.S. HUD review process.
