Ventura opens public comment for state Prohousing Designation application

Ventura is asking residents to review and comment on its draft application for the State's Prohousing Designation Program, with the comment window running July 8 through August 8, 2026, according to the city's July 2 release.
This voluntary state designation recognizes local governments that have adopted policies expanding housing supply and lowering barriers to construction. Earning it could boost Ventura's competitiveness for state grants supporting infrastructure, transportation, parks, and community improvements.
Community Development Director Rachel Dimond said the City is committed to a transparent process and is encouraging residents to read the draft, ask questions, and submit feedback before the application is finalized.
The draft application summarizes Ventura's existing housing policies and actions that align with the state's Prohousing criteria, many drawn from the 2021-2029 Housing Element. It does not propose new development projects, change zoning, or add housing requirements, the release states.
A community workshop is set for Wednesday, July 8, 2026, at 6:00 p.m. in the Community Meeting Room at Ventura City Hall, 501 Poli Street, Second Floor. The session will cover the program, walk through the application, and take public feedback, with Spanish translation available on advance request.
Additional public touchpoints follow on the calendar. The Housing and Homelessness Subcommittee meets July 13, the Planning Commission reviews the application July 22, and the City Council takes up the final version August 25 before submission to the California Department of Housing and Community Development.
Residents can find the draft application, frequently asked questions, and the online comment form at cityofventura.ca.gov/ProHousing. Comments are due by August 8.
