Thousand Oaks man arrested, $300K heirloom ring recovered in burglary case

Ventura County Sheriff's detectives arrested a Thousand Oaks man on Sept. 1 and recovered a majority of the stolen property from a July residential burglary, including an heirloom ring valued at over $300,000.
The burglary. On July 26, 2026, deputies responded to a residential burglary call in the 2100 block of E. Hillcrest Drive in Thousand Oaks. An unidentified suspect had gained entry through an unlocked window and stole electronics and several pieces of jewelry belonging to the victim, according to the Ventura County Sheriff's Office.
The ring. Among the stolen items was an heirloom ring that had been passed on through multiple generations and was valued at over $300,000.
The investigation. Field Evidence Technicians from the Sheriff's Crime Scene Investigations Unit responded to the location and processed the scene. Evidence collected led to the identification of a suspect. Detectives with the East County Investigations Bureau then authored multiple search warrants and obtained additional evidence linking the suspect to the burglary.
The arrest. The suspect was identified as Carlos Donis Arroyo, 35, of Thousand Oaks. On Sept. 1, 2026, detectives served a search warrant at Arroyo's residence. During the search, a vast majority of the victim's stolen property was located inside Arroyo's bedroom. Arroyo was contacted near his residence and placed under arrest, the department said.
Charges. Arroyo was booked at the Pre-Trial Detention Facility for burglary and conspiracy. His bail was set at $50,000, and his first court hearing was scheduled for Sept. 3, 2026.
