Thousand Oaks man arrested with meth, marijuana and pills after narcotics investigation

Thousand Oaks Directed Enforcement Unit detectives arrested Jarrod Emmons, 43, of Thousand Oaks, on Sept. 8 after an investigation into suspected narcotics sales, finding drugs, cash, and evidence he was illegally occupying a storage space and tapping electricity without permission.
The investigation. During August 2026, the Thousand Oaks DEU initiated an investigation into Emmons, who was believed to be selling narcotics to residents of the city, according to the Ventura County Sheriff's Office.
The arrest. On Sept. 8, 2026, DEU detectives contacted Emmons in the 500 block of North Ventu Park Road. During the contact, detectives observed signs consistent with Emmons being under the influence of a controlled substance. Detectives also determined he was in possession of a burglary tool commonly known as a Slim Jim, and a key he was using to gain access to a storage area in a nearby building.
The search. Detectives searched the storage area and located personal property and other evidence demonstrating Emmons was illegally occupying the space. The investigation further determined Emmons was obtaining electricity through an unauthorized connection to an electrical outlet without the property owner's permission.
During a search of Emmons' vehicle and the storage area, detectives located approximately one pound of marijuana, approximately one-half pound of methamphetamine, 14 hydrocodone pills, various other pills, $940 in U.S. currency, and additional evidence consistent with narcotics sales.
Charges. Emmons was arrested for possession of a controlled substance, possession of a controlled substance for sale, possession of drug paraphernalia, under the influence of a controlled substance, possession of marijuana for sale, trespassing by entering and occupying, possession of burglary tools, and theft of utility services.
He was transported to the Pre-Trial Detention Facility and booked. He remains in custody with bail set at $50,000.
